Meet Newcastle’s 2024 Committee

Engineers Australia would like to welcome Muhammad Hussain, Mandip Kharel and Chris Scanlon to the Newcastle Division Committee for 2024. Elected division committee members, headed by the President Stephen Palmer, will contribute their knowledge and time throughout the year to provide leadership in key areas, including the overall governance and strategic direction of Newcastle Division.   

This year, some of the committee’s top priorities will be reconnecting with regional members and other engineers across our division. We will host our first overseas qualified engineers event to provide information and networking opportunities. Our work to highlight the importance of engineers through the Associates and Technologists working group and revamping our STEM engagement activities will continue.   

Newcastle Committee President and Congress Representative Stephen Palmer said he’d like to personally welcome Muhammad, Mandip and Chris to our Division Committee. It’s always exciting to see new perspectives and include new contributions, and this is especially true for the important work ahead for our division and Engineers Australia more broadly. “ 

“The importance of engineering to society is only increasing and we will need the whole engineering team to meet the challenges ahead,” Mr Palmer said. 

Each new member will serve on the Newcastle Committee for two years. You can find out more about each of the committee members below.

Christopher Scanlon
New committee member

Chris graduated as an electrical engineer from Newcastle University and has 30 years’ experience in a range of industries. He works in maintenance planning as a Senior Analyst with Ausgrid. He is a registered Chartered Professional Engineer in electrical engineering, building services and leadership and management.

Mandip Kharel
New committee member

Mandip is a project engineer with a wealth of experience spanning over six years in construction project management, compliance and stakeholder engagement. He works with Transport for NSW as a Project Engineer in Newcastle. Before relocating to Newcastle, Mandip served as the Chair of the Young Engineers Australia Committee, Canberra Division and Event Coordinator for the Sydney Migrants Engineers Group.

Muhammad Hussain

Muhammad is a reliability and asset management professional who has made significant contributions to the manufacturing, oil and gas sectors with a focus on innovation strategy, technology and digital transformation. He is currently working in the NSW manufacturing industry. He holds a degree in mechanical engineering and post graduate qualifications in asset management using big data analytics.

Stephen Palmer
President and Congress Representative

Stephen is CEO and Managing Director of Safearth. Although focused on earthing nationally and internationally for many years, Stephen is still guided by his formative years at BHPs Newcastle Steelworks and the importance of the whole engineering team and the correct big picture. Stephen is passionate about our profession and is keen to see it reach the recognition in Australia he commonly experiences in Europe and America.

Hilary Barton
Deputy President

Hilary is a degree-qualified mechanical engineer, in the final year of an EMBA at the University of Newcastle. She is curious and passionate about emerging technology and how it can improve safety and efficiency, and believes in Engineers Australia's role as a key stakeholder in that progress.

Pierre Gouhier
Past President

Pierre is a Chartered Professional Engineer who holds a Master of Engineering degree from Polyetch’ Savoie (France) majoring in composite materials, a Master of Engineering Management and a Master of Business from the University of Newcastle. He joined the committee in 2018 and is actively involved in the education Sub-Committee and Engineering Awareness Committee.

Bret Barton
Committee member

Bret began a career in the Canadian Air Force as an aeronautical engineer flight testing military aircraft and systems. He progressed to working with the US Air Force flight testing F-16 systems and moved to Australia in 2004 to help a start-up defence consulting business, Nova Systems, grow into its significant position today.

Colin Duck
Committee member

After over 35 years working in the energy sector Colin has retired so he can give back to the engineering profession. Following graduation from the University of Newcastle he began his career as a coal-fired power station engineer and remained in the industry until retirement. His most recent role was that of Executive General Manager/Operations of two major power stations, Bayswater and Liddell in the Hunter Valley of NSW.

Gillian Marchant
Committee member

Gillian has extensive experience managing a variety of civil construction, environmental restoration, environmental management, legislative and best practice programs. These include programs for asset management, water, wastewater, waste, regulation application and mitigating risk. She currently works for Tenterfield Shire Council as the Manager of Water, Wastewater and Waste.

Paul graduated from Newcastle University with a Bachelor of Mechanical Engineering in 2003. He has been actively involved with Engineers Australia having held several positions including President, National Congress Rep, Mechanical College Board Rep and Chair of the Education Sub Committee. Paul works at Ampcontrol in the role of General Manager, Technology. His experience is in the industrial sectors of mining, transportation and general industry. Strategic direction has included the creation of business opportunities in new and existing markets.

Committee member

Rhett is a Chartered structural engineer with over 10 years’ experience, primarily working in professional services. Rhett provides structural management services to clients in the transport, water and energy and resources sectors. Rhett is lucky enough to be based in Newcastle NSW and is focused on assisting clients in achieving durable and sustainable infrastructure.

Young Engineers Newcastle representative

Brock is a chemical engineer and the Chair of the Young Engineers Newcastle Committee. Brock brings a young perspective to the table and provides the link between the two groups.
